Hello, if you’re travelling between Nov and Mar, good for you because most of the major monuments and museums have free admission policies on the first Sunday of each month during that period. And that saves alot of euros for you. But please note that Eiffel Tower is not included; you always have to pay to go up the Tower.

The top 5 places to go in Paris (for me) are:
1. Eiffel Tower (should go there day and night)
2. Arc de Triomphe (again should go day and night)
3. The Louvre (try to catch the top 3 attractions - Mona Lisa, Wedding Feast at Cana, statue of Venus)
4. Notre Dame Cathedral
5. Champs Elysees

I can’t advise about the very cheap places but I think you should avoid those. You can consider the Latin Quarter. There’s tons of hotels and nice little restaurants there. You get a nice variety of different foods there and its well connected to the RER line from the airport as well as all the major metro stations.

Have fun travelling!
